Congress is currently dominated by special and local interests who authorize excessive spending without supplying an adequate means of revenue generation. It is in the public interest to raise revenue while mitigating excessive risk.
Because entrepreneurs engage in high risk activity and are compensated according to risk and not work, I have a solution.
I propose that the executive has the authority to initiate eminent domain claims to seize the time/labor of high risk-designated endeavors. Just compensation would come in the amount of an accounting (rather than economic) appraisal of the seized time and labor. The U.S. would be entitled to any amount, up to the difference. This discourages the financial sector from taking bad risks while raising revenue for the nation to remain solvent.
