Address the Issue pertaining to the Veterans Choice Program and the requirements for eligibility concerning distance

With the implementation of the Veterans Choice Program, there comes the issue regarding eligibility requirements. Currently, in order for a veteran to be able to utilize the program, they must be outside of a 40 mile radius of a VA Healthcare facility or not be able to have an appointment for service within a 30 day period. The mileage requirement takes into consideration of VA "Clinics" which are very limited in services being provided, forcing veterans to still travel excessive distances for any care beyond basic. We propose that the program be adjusted to determine distance by nearest VA Hospital instead of clinic in order to determine eligibility.
