address the issue of police brutality and possibly move towards stricter regulation of localized police departments.

I have seen too many videos of officers needlessly kicking, punching, and otherwise brutalizing people who have often already been cuffed or otherwise subdued. This needs to stop. It is endangering the people being apprehended and creating a rift between the people and the police force, most of whom do their job without the use of excessive force. After seeing these videos and hearing the stories behind some of them, I can't help but fear for my own safety when walking the streets. You never know when one of these "officers" will mistake you for a suspect and relentlessly assault you out of nowhere, only to claim self-defense in a court of law and get off scotch-free.
