Total man-caused environmental damage is the product of two factors: population times per-capita damage.

Per-capita damage grows in direct proportion to improvements in living standards, as a result of growth in industry and technology.

Few would accept a lowered living standard as a way to reduce environmental damage. Many or most would, if they understood the need, be willing to opt for smaller family size.

Population is an issue which is being totally ignored currently, largely due to widespread ignorance of basic facts.

A federally funded media education effort, aided by qualified Public Service Announcements status, should be started.

Legislation to promote responsible, smaller family choices, especially among recipients of public assistance, should immediately follow
