address the lack of enforcement on licensing for taxi and public transportation in eastern Washington.

some cities are not requiring any form of licensing for taxi drivers, while others that do have requirements do not enforce, or even ask to see special licenses or insurance. these licenses require background checks that protect us from getting into a car with dangerous criminals.
this petition is to mandate every city require and enforce appropriate licensing, and insurance.
