In the juvenile justice system, there is a glaring need for providing mental health care and interventions. Young people with mental illnesses are at great risk of entering the juvenile justice system. We need to develop a means to identify these young people to prevent their offending, provide interventions to offenders at an early stage, and offer assistance and education to those offenders that are being detained in juvenile facilities. I ask that President Obama commission research to be carried out in order to address this problem; and create a finite timeline for the implementation of such programs.
