Address the problem of citizens with mental health issues having less difficulty obtaining a gun than mental health care

There are now over 300 million firearms in private homes in this country. We are also experiencing a concurrent mental health crisis due to lack of accessibility to mental health care. The combination of an unstable individual and a loaded gun too often results in tragedy.
The reason given for this: "we just don't have the money to finance public mental health" is unsatisfying.

However: Gun sales are brisk and the NRA has sufficient funds to lobby Congress.Therefore we propose that a percentage of all gun sales, new and used, as well as a percentage of NRA dues, go to municipalities based on purchaser address to benefit mental health care, treatment and resources in that community. No exemptions at wholesale or retail levels from this fee.
