address the reasons why healthcare is constitutional for inmates in prison but not for the law abiding citizen?

I understand that healthcare reform is going to the Supreme court for review. I would like the higher court to review WHY the senators and prisoners in every correctional facility in this country have a constitutional right to healthcare and the rest of the law abiding and tax paying citizens do not have a constitional right to health care? The higher court cannot address the unconstitutionality of prisoners to not receiving health care, HIV medications, estrogen for sex offenders and medications and not address the unconstitutionality of health care to all Americans.
