This is a continuum of the petition and the rationale is that there will be 30 million uninsured people entering the healthcare system which will exacerbate the current shortage of primary care physicians. Acknowledging this crisis in a presidential order the healthcare community would focus on appropriate implementation. Declaring Area of Critical Need all federally funded medical institutions, non-profit or private non-profit community health clinics, rehabilitation clinics and waiving the restriction of default in loan forgiveness program for all eligible doctors in Area of Critical Need after 3 years of service. Allowing as well current healthcare providers to register uninsured for a standard nominal fee as first visit will strengthen enrollment and the 2014 mandatory registration
