Doctors, neighbors, a family member, or the friend of an abused person should be able to file a complaint with their local law enforcement agency when domestic violence is suspected on behalf of the victim. Victims of domestic violence are often so afraid of the perpetrator that will never call and file a report themselves. It is at the discretion of the officer to arrest the perpetrator or take the victim to a safe place. The reports that are filed on behalf of the victim should also count as evidence should domestic violence proceedings be held in court. A doctor/nurse or other similar professional should also be able to be a mandated reporter of suspected domestic violence. It is too hard to get justice for victims of abuse.
