Revamps the HARP program to include mortgages backed by Ginnie Mae to allow VA loan holders to refinance first/second mortgages to lower rates. Authorizes the tax and penalty free use of early withdrawl 401K and 457b retirement funds for the sole purpose of paying down existing first or second mortgage debt. This will allow existing non taxpayer funds to help stabilize the mortgage market and keep people in their homes.
