Adjust the limits for FSA accounts to reflect different marital and/or family status between individuals and families.

Currently FSA limits are fixed to a single number without consideration to the marital and family conditions of the subscribers. At present, single individuals with an FSA account can have the same maximum limit that a sole provider to a household of 3 and more. That is completely off balance and unfair as comparatively, the single individual can have more funds for health spending by a factor of 4 than the individual part of a family of 4. Additionally, if two individuals in the same household have a full time job with health benefits, all they have to do is not add each other to their plans and have each a FSA account basically doubling their limit for the same house. A sole provider with a family should be able to have a higher limit on the family's FSA.
