Adjust state regulations on commission based pay to allow employers that are commission based to make more per hour to compensate when commission made is low. Also, when these employees are on that hourly pay, to be compensated overtime when clock hours reach the OT threshold.
I.e. flat rate mechanic making $25/hour per wrench hours but $11/hour per clocked hours when wrench hours X $25 is less than $11 X clocked hours.
Increase the 11 to a required amount of 14 and require employers to pay overtime. (Va = anything over 40 hours is considered overtime and should be paid at 1 and a half times hourly)
This will make it easier for employees to survive, provide, and raise moral in the workplace.
