Adjustable Rate Tax(ART)- A tax that would adjust to the unemployment rate. For the higher income earners of $250,000+(possibly negotiable for up to $500,000), we would start from the lowest avg. unemployment rate, which would keep the tax rate where it is now(Bush Tax Cuts or perhaps lower). This will be the lowest rate for high income earners. As the unemployment rate rises the tax rate rises on the HIGHER CLASS & CORPORATIONS, & vise versa as it falls. This gives job creators the ability to control their own tax rate by creating jobs and keeping unemployment down, & would also cause them to be more careful when making business decisions that would affect the economy. ALL CORPORATIONS should be able to reduce taxes even further for every year they grow their EMPLOYEE base by a certain %.
