Administer an aptitude test, requiring all voters to have the equivalent knowledge of a 7 grader before they can vote.

I petition that in order for a person to VOTE in any election precess in the United States of America they must be a legal citizen of the United States of America. and have one of the following qualifications:
1, A property owner.
2, Have an IQ of at least a 70.
3, Take an aptitude test to ensure they know what and or who they are voting for and and what the consequences may be.
4, Must be a tax payer for at least 1 year prior to any election. Military, retired persons, or anyone that has EARNED an entitlement that does not require them to pay taxes shall be exempt.
