Administer an LSAT-style assessment of logic and reasoning ability to all Federal employees, including appointees. After the first round of assessments, dismiss all who scored below the 10th percentile, upper-GS (and equivalents) who score below the 25th percentile, and Seniors who score below the 60th percentile. Use revised workforce numbers to increase remaining Federal employee pay by 50 percent of the recouped personnel costs, and apply the other 50 percent to tax reduction.

Thereafter, use prior assessments as a baseline for 10-25-60 eligibility when new employees attempt to join or be promoted within the Federal workforce. This would not only cut Federal personnel costs significantly, but would increase the efficiency and effectiveness of government, leading to further savings.
