Psychiatric Exams must be administered to any U.S. Citizen on a pass or fail system before buying a firearm. This means the potential owner of a firearm must see a psychiatrist authorized by a government-enforced Agency with authorized standards to test the potential firearm owner if he or she is "mentally unfit" to own a firearm. The Psychiatric Exam is based on a Pass or Fail system. If potentially a buyer of a firearm cannot pass the psychiatric test by an official government licensed psychiatrist he or she is unable to purchase a firearm. Although, if a potential buyer of a firearm passes he or she is issued from an Authorized Psychiatrist a license through the U.S. Government to own a firearm. In 2013 11,419 people lost their lives to guns. That is 502,025 Years of life- Peaches Law
