The NAWAPA XXI is a national water security and infrastructure program first proposed by Parsons Company and endorsed by Senator Harry Moss of Utah in 1964 to address our nation's long term water and energy security by creating a series of canals, dams, tunnels and other water ways to bring fresh runoff water from Alaska and Canada down through the Rocky Mountain Trench and distribute it throughout the Western and Midwestern States to alleviate drought, fires and increase our water, agricultural, electrical and power capacity. It was endorsed by President Kennedy and other Presidents but was delayed by wars and other political issues. It is vital to our national security and would if enacted take a 30 year development effort which would create over 5 million jobs all over the country
