Adopt a new constitution.

The United States system of government is fundamentally out of order. Make efforts for Congress to draft and adopt a new constitution that recognizes political realities, incorporates human rights (as in the Universal Declaration of Human Rights), introduces proportional representation, provides for European-style parliamentary government within a "Westminster system" with a symbolic presidency, and simplifies amendment procedures. Affirm secularism, do not include gun rights, and give the federal government the powers it needs to exercise its role. Limit judicial powers and introduce an impartial appointment procedure to the Supreme Court. Make the Senate an independent (non-party-political) advisory body, and give the House a 3-year term. Require state legislatures to be unicameral.
