Adopt a policy requiring all federally governed airlines to allow the transfer of airline tickets. This is one of the most frustrating and consumer-money wasting aspects of the airline industry. Each year billions of dollars are wasted on airline tickets where seats go empty because incidents prevent someone from using their ticket and not being able to transfer it to an acquaintance. The airline receives payment for tickets despite providing no service or value to the ticket-holder because it is non-transferable. The TSA system can handle its checks instantly; security is not the issue. "There is no reason why a consumer should not be able to easily transfer her ticket to another person in the event that she cannot travel," says Sally Greenberg, of the National Consumers League.
