Adopt a policy for treating and promoting treatment of mentally challenged and insane. Help prevent violence.

I write this as not only a petition but a open letter to our President.
Dear Mr. President,
I, a fellow democrat and 18 year old American citizen, have supported your efforts for background checks on gun purchasing and was disgusted at the recent defeat of the bill you sponsored that dealt with the background checks. Even though I applaud your efforts, I think you need to focus on something else that goes hand in hand with these recent tragedies that have occurred. That is promoting and establishing guidelines for mental healthcare and violence prevention. It has been reported that 10 % of all homicides are committed by people with schizophrenia, bipolar disorder, and other psychotic illnesses, most of whom were not being treated. If you can make a policy for this it would be beneficial
