We propose a Nationally adopted system of smart gun ownership set to prevent illegal trafficking, keep guns out of those ineligible to own firearms, and create a safety net for when tragedy does occur.
1) Require a nationally adopted licensing for gun ownership that includes written and practical testing, as well as criminal and medical background checks. This Firearms License would enable an individual to purchase firearms, ammunition, and accessories and would be required for all sales.
2) Enable and enforce a nationally adopted criminal and medical background network, easily updated by medical and law enforcement to solely be accessed when licensing an individual.
3) Require insurance for guns linked to each weapon owned, that would help cover costs in the case of a crime or accident
