Disband the majority of the Army, reserves and National Guard. Issue uniforms, kit, M-4's and banded cases of ammunition to all males of able body and mental stability from ages 17-55 based on the Swiss model. This will save billions in defense. Keep the Navy, Marine Corps, Special Forces, Rangers and Airborne units as is and require the civil force to drill 1 month out of the year.
This will save money, make Americans feel part of the country and guardians of the same.
