The Adult Soldier Act.

Military personnel under the age of twenty-one should not be sent into combat or placed in territories where there is a risk of enemy attacks. Soldiers would only become available for deployment in the calendar year of their twenty-first birthday. Soldiers will receive additional training and education but not placed into combat until that time to avoid the possibility of being killed in combat prior to reaching the minimum age of twenty years. Soldiers may be deployed for reasons other than combat, such as disaster relief or emergency aid to other countries at any time. This will ensure that anyone who enlists into the military at the age of eighteen can expect to receive approximately two years of training/education before seeing combat and risking their lives as teenagers.
