OPM published a final rule on Dec 17, 2004, in the Federal Register that adds additional locations to existing GS locality pay areas. As a result of this change, Adams and York Counties, PA, are now part of the Washington-Baltimore-Northern Virginia, DC-MD-PA-VA-WV GS locality pay area.
In October 2010, the Federal Prevailing Rate Advisory Committee (FPRAC) voted to end the practice of treating wage and salary federal employees at the same location differently with regard to the drawing of local labor market boundaries.
WG employees at a WHS DOD facility located in Adams county, PA do not receive it. This county was included in the expansion of the Washington, DC pay area over a decade ago,.
What takes so long to implement ruling? Force OPM to rule in favor of the 2010 vote.
