That the White House should present to the legislature a comprehensive plan for Criminal Justice Reform.
Ideal reform must:
• Ensure that murderers and rapists don't get off easy, by regulating and curtailing plea-bargaining with those suspected of capital crimes.
• Unburden our overcrowded prisons by bringing the penalties for non-violent crimes back into proportionally appropriate levels.
• Restore common sense, by responding to illicit narcotics possession, for personal use, with rehabilitation instead of incarceration.
• Protect inmates from inhumane treatment by introducing inspectorial federal regulation of prison management.
• Prevent wrongful execution by differentiating and heightening the standard of proof necessary to seek the death penalty.
