The system in place to identify and ensure at least a minimal level of well-being for American citizens is affective, but has certain negative repercussions. An importnat, though correctable, negative consequence is the reality and inflated public perception of unearned services.
For long periods of time, able-bodied citizens accept welfare without establishing a steady job. It should be noted that these instances don't account for even most recipients. However, those who accept assistance, are not medically restricted to work, and cannot report a reasonable threshold amount of hours are unutilized resources for community growth. Requiring volunteer work in community organizations would compel more projects, change perception on assistance to a degree, and instill membership in recipients
