Fillibuster procedures should be reformed such that, if either party fillibusters 2 consecutive bills, they are disallowed the option of fillibustering the 3rd bill. The count resets when a fillibuster is disallowed by this rule.

With such a rule in place, the minority party in both Houses of Congress would be prevented from paralyzing Congress in 1/3rd of cases.
