Advocate the U.S. Supreme Court to Amend The Heck Rule

My petition is to put a stop to state courts denying the victims of wrongful convictions, excessive sentences, and due process violations by state actors, their due compensation. Presently the states appellant courts turn a deaf ear to it's victims, for the reason of avoiding liability to compensate said victims. Presently whats known as the Heck rule, which mandates a favorable termination of a wrongful conviction, excessive sentence or due process violation in state courts , before a victim can be compensated for the wrong against him. A good example of this is the case of The State of Arizona vs. Louis Taylor. And Danny D. Hopper vs Eddie Wyant et al, case no 12-9504 U.S. Supreme Court. Mr. Taylor chose to plead guilty to be released, Mr. Hopper chose to remain in prison and fight.
