After a woman gives birth to a child using any form of Government aid require them to get an IUD (or other form of semi-permanent birth control) until they can show proof of being able to financial support themselves, their children, and a newborn. The average cost of birth without complications in 2009 was $9,617. View charts here: http://childbirthconnection.org/pdfs/birthcharges.pdf. This does not include prenatal care or the after birth cost (diapers, food, etc) that government aid also covers. An IUD cost $500-$1000 from insertion to removal and the Depo-Provera shot is under $100. Paying for a woman to have one baby is more than generous. We need to put and end to spending tax dollars due to citizens being irresponsible or simply abusing the system.
