I am proposing of the usage of the US citizen's will in coordination with the intent of the Goverment officials to innovate in order to save lifes and not simply heal.The Pyramid of action is the following

2.National e-vote for the best solution
3.Usage of the full national armory of researching in order for the project to be materialised
