To assist in putting American workers back to work, the administration, through Executive Orders, should support the concept of "Employee Ownership" of newly created small businesses, and direct the SBA to provide assistance to such businesses, giving specific preference to Veterans, Disabled Veterans, Women & Minorities, through grants & guaranteed direct loans, as well as provide assistance with document filings, etc., to accelerated the process of getting these entities up-and-running quickly. (See the model of the Chicago & Northwestern Railroad in the 1970s).
