Aid underwater homeowners, who are not behind on their payments, to refinance their homes.

This is a petition to create a federal program that would allow homeowners to refinance their loans regardless of the properties debt to equity ratio. This is not a program to renegotiate the debt amount. Instead, it would allow individuals and families who are not currently behind on their payments and are in decent financial standing to refinance. There would be two benefits from a program like this. First, it would help people who are close to insolvency by giving them a little extra breathing room on their payments. The second benefit would come from freeing up extra cash and allowing it to be recirculated in the economy. I feel this would be a program with no real down-side.
