Airhorn usage on trains

Trains crossing through local tracks have to sound their air horn to alert of their coming. Instead of creating noise pollution for the people who live near train tracks, why not have an alert system that would go off in cars that are withing a mile or two of the train tracks. A system similar to the amber/weather alert on phones, that can be heard in cars only.
