First, double the salary of Senators, Representatives and the President. Then, create a law that says if there is a failure to balance the budget then all salary and benefits are suspended for those three groups.
Make it illegal for these three groups to invest their own money while in office. Make it illegal for them to have knowledge of any investments made on their behalf, to avoid insider information.
Create laws that spell out clawbacks and other financial penalties for these groups if it is determined that abuse of power for personal gain is occurring.
Also spell out prison sentences for various offenses and make it illegal for any member of Congress or the President to receive a pardon for any action while in office, as this is a conflict of interest.
