Align tax rates for all forms of income

All forms of income ("ordinary" income, capital gains, dividends, all) should be taxed at the same marginal rates. Money is money. (It's not speech, but that's a separate issue.) The alignment could be phased over a period of time (10 yrs?). The capital gains rate will have to go up, the ordinary income rate could conceivably come slightly down, but that's not a requisite of this proposal.
