All animals should be protected under the constitution

All animals should be protected under the constitution and entitled to basic legal rights. Animals are often times defenseless against neglect and physical abuse by humans.
No rights such as these currently exist for animals:
Animals should be protected from cruelty, neglect and abuse.
Animals should have the right to a healthy diet, shelter, and medical care.
If their rights are abused the accused will be given a fair trial, and if found guilty prosecuted.
