Balancing the interests of marksmen, firearm collectors, and weapons enthusiasts and the rights of public safety, this petition requests that all owners of an "Assault" weapon be required to license and register all such weapons and store these weapons in a federally licensed and regulated weapons facility of the weapon-owner's choice. These weapons must be checked out by the owner and must be returned within 5 calendar days. Failure to comply with procedure should result in automatic notification of local and federal law enforcement for further investigation.
For the purposes of this petition, "Assault" weapon is to mean any device as defined in Public Law No: 103-322 (Federal Assault Weapons Ban / Violent Crime Control and Law Enforcement Act of 1994, now expired).
