There have been many cases where important legislation failed in Congress. The recent vote on the Zika virus funding is a good example. The bill was not passed because a totally unrelated earmark for Planned Parenthood was contained within that bill . This proposal requires Congress to vote only on the specific bill and forces any other unrelated earmarks to stand on their own merit in a separate bill. Therefore, Members of Congress will be fully accountable for their vote in a particular bill because special interest earmarks or pork barrel spending will no longer exist. Each spending request stands on its own merit.
