Since fee's/Surcharges have become a common sight when dealing with big businesses and the government, these costs which drive the creation of Fee's/Surcharges must be defined and approved by an ethics board.

Ex. Phone upgrade charge, charged by all phone companies. Actual work, update a sim card ID in their systems?

Ex. Court processes a ticket, ticket costs $100, surcharge is $140. Are the clerks being paid 1.3 million a year to process?

These fee's are the results and first signs of a Monopoly. When a client has no other option, a fee can be charged. The fee then becomes the profit booster, not the charges for service rendered.
