We just adopted children from Foster Care who had been abused by their biological family, and by subsequent foster care workers, and all the money put in savings accounts for them by the state were taken by the foster care system. During the finalization of the adoption, the judge ordered that the kids get new Social Security Numbers, but this request is being denied by the SSA, because the kids "Know they were adopted", so this exempts them from getting new SSNs. The SSA is quoting rules that are not available to the public to determine ineligibility, and the kid's future is in the hands of the local SSA manager, who has final say over approval or denial. ALL CHILDREN ADPOTED FROM FOSTER CARE, IN ORDER TO PROTECT THEIR FUTURE, SHOULD HAVE NEW SSNs ISSUED WHEN THE ADOPTION IS FINAL.
