Require all civilians who currently own or apply to own a firearms to undergo a full psychiatric/psychological evaluation prior to any purchase or to be allowed to continue to possess a firearm. Many licensed gun owners are psychologically unstable; currently only those with felonies or other certain criminal records are not permitted to own a firearm. It is unknown how many individuals who own guns, without criminal backgrounds but who are not psychologically sound. Background checks are not enough.
