Put an end to "lifetime" jobs in congress.
I petition that there should be a limit to the number of years anyone can hold a position in congress. Much like the president, there needs to be a two term limit on ALL jobs in the House and the Senate. This way, we can get rid of those politicians that clog the system. The details would not create loopholes, but simply, once you have served in any one of the positions in the House or the Senate, you can not hold another position once you have exceeded your two term limit.
