All Governments Under Our Flag Must Bear The Burden of Proof Under All Circumstances

Taxing entities across our land put the burden of proof on law abiding citizens who they casually claim have committed fraud. This arbitrary claim can cause huge hardships when defending one self against the government. We need to reverse this ability for Federal, State and Local governments from tormenting law abiding citizens. Most people settle audits at great expense despite the fact they are innocent because there simply is no way to prove the governments estimated and arbitrary claims are not correct.
