All Military Health Benefit Increases Should Be by Rank. (E-6 should not pay the same as an O-6.)

Military Pay and Benefits are all setup by paygrades. Congress and DOD have be making Tricare Cost Increases the SAME for all Retired Military. This puts an unfair burden on those lower enlisted ranks who are not receiving as much retired pay as officer ranks.
