All prisoners and unemployed people 25yrs+ should be committed to picking up litter from local highways and communities.

Allow all prisoners and people that are unemployed (whom are 25 years old or older and are not in college, military, disabled,elderly(60yrs+) or retired) to be obligated to pick up litter along the highways, roadways, and community streets among the area where the prisoners or unemployed currently reside. This will help get the prisoners and unemployed people to contribute more to society and help build character as well, with also helping our environment by keeping it cleaner and healthier. Since the unemployed are not working, if they do not return to work after 5 years of being unemployed, they will be obligated to either donate to an "adopt a highway litter control" program, or join a program or organization to pick up litter along highways and such on a rotating work/labor schedule.
