Allocate 100% of punitive damages in civil cases to Federal debt reduction, rather than the plaintiff.

In civil cases, 100% of punitive damages awarded will be allocated to the federal government to be used for debt reduction. The plaintiff shall not be awarded any punitive damages, and the plaintiff's attorney shall not receive compensation based on the punitive amount. This will discourage frivolous cases, giving no one personal incentive to pursue unjust damages, while also helping to reduce the federal deficit.
