Obviously "No Child Left behind" has caused some serious and lingering problems in our education system, possibly none more apparent than the recent spate of petitions to the Executive (why?) to grant a State independence from the Union. Obviously, more funding needs to be allocated to 6th grade Civics classes in these States with an emphasis on the US Constitution.
Not only is this most definitely not an enumerated power of the Executive, various State Supreme Courts have ruled that secession is illegal (including many States with petitions here). In addition, if our tortured history on the subject is any guide, State Legislatures themselves would initiate Ordinances of Secession. The Federal Government, nor any of its branches, has any power under law to sever a State from the Union.
