Allocate funds from the Department of Defense budget to secure our schools. Who are we defending if not our children?

Due to recent violence and America's inability to come to a speedy agreement on gun control, I offer an alternative NOT INVOLVING the gun law battle that can be done NOW.
1. I propose that ALL schools be declared Federally Gun-Free zones. STRICT PENALTIES enforced on offenders.
2. I propose that we contract our Department of Defense to evaluate and fortify our public schools' structures and weapon scanning technology.
3. I propose that local law enforcement put a pair of officers on call in the parking lot of all schools during school hours and student functions. 2-4 officers and a radio is all we need for a fast response.

We spend BILLIONS on Defense, making us the strongest military in the world. Yet if we can't defend our own children, why call it Defense?
