These centers will be a short term emergency shelter that will operate when temperatures become dangerous. We the people want to prevent Hypothermia. Age, alcohol abuse, and homelessness is a factor in this. U.S. senior citizens seem to be the leading group suffering from the elements. Thirty-five senior citzens per one hundred thousand die each year braving the elements. It is our duty to provide for those who lack the resources to provide for themselves.
